What is the Singapore Opportunity Index?

The Singapore Opportunity Index (SOI) is a large-scale, data-driven measure of how employers support meaningful career growth and improve economic outcomes for their employees. It gives employers, and jobseekers a transparent view of career development, inclusiveness, and competitiveness in Singapore’s labour market.

The SOI analyses objective Government data to measure outcomes across five dimensions using a comprehensive dataset of occupation, wage and hiring records from nearly one million Singapore residents working in more than 1,000 firms.

It is one of the key recommendations from the Tripartite Workgroup on Human Capital Capability Development to help organisations make evidence-based talent development investments with measurable workforce impact.

The 3 Core Insights

Based on the data measured across the following five dimensions, the SOI provides three core insights into how employers are supporting career development:

  • Pay - competitiveness and wage growth
  • Progression - advancement, leadership from within, and lateral career movement
  • Gender Parity - equality in pay and advancement for men and women
  • Retention - early and ongoing employee stability
  • Hiring - openness to non-degree entrants and early-career talent

These dimensions reveal how firms successfully create meaningful career growth opportunities and improve economic outcomes for their employees.
